Blackheads and whiteheads are known as comedones. They are types of acne but is not as serious and as large as regular acne. Same with acne, comedones might be induced by overproduction of androgen or most commonly known as male hormones for both male and female during puberty. Hormones cause the sebaceous glands to produce oil. This oil then gets entangled in the pores and drags dead skin cells and dirt along with it which and causes bacteria to flourish that causes acne.
